First learn basic openings by referring to books and using the internet. A good chess website is Chess.com; it has lessons and tactics which will improve your understanding on Chess.
Then play regularly with some good chess players face to face, even. Even if you lose every game you will learn something from it. Review the games afterwards and try to identify where you have erred, and then try to avoid that mistake in future games.
Also, review games of high rated players, preferably games of grandmasters. Try to work out the basic ideas of the moves and then to apply the ideas in your next game.
