I don't understand the requirements of this page:

Section 0.6.2 says I need a rating of 2000 to become a Candidate Master, but Section 1.3.2 says I need a rating of 2200.

What exactly should I do to obtain a title?
I have played multiple tournaments and my rating is 2030.

You need 2200 FIDE to obtain CM by rating.

2000 FIDE is minimum for direct title grant - that is when title is awarded as tournament award.
