I may be being dumb but I am wondering if I want 4 CPU for my chess engine, if I set the number of CPU cores to 4 will that get me to 4 CPU for the chess engine?

When you set "4 CPU", you're actually spawning four chess engine threads. There's no guarantee that it'll be deployed to your four CPUs, that depends on the operating system and system workload.

Basically if your computer has a chip that supports four cores, you have four CPUs or, in other words, four work processing elements.
